Homestead Child &
Family Services
Provides Home-Based Therapeutic Services, Personal Assistance Services
and Support and Respite Services to eligible children between the ages
of 3 years and 21 years of age.
In addition, an Early Intervention program has been established to
promote the growth and development of children from zero to
three-years-old.
Home-Based Therapeutic
Services (H.B.T.S.)
H.B.T.S. is a Medicaid-funded program for children with special health
care needs. The service includes implementation of measurable treatment
goals developed by a licensed clinician in conjunction with a
coordinator, the home-based worker, and the family.
The clinician provides
ongoing training to the worker and the family during treatment. All
families are referred to us by a CEDARR (Comprehensive Evaluation
Diagnosis Assessment Referral Re-evaluation) Center
Our agency and the CEDARR
Center work together throughout the treatment period (in 6-month
segments) to insure consistency with the goals identified by the CEDARR
Center.
Personal Assistance,
Services and Support (P.A.S.S.)
P.A.S.S. is a service that is directed, supervised, monitored and
evaluated by a parent or other primary caretaker or their designee.
This is accomplished with
support from our coordinator and clinician. P.A.S.S. plans include
measurable objectives within one or more three areas -- safety,
activities of daily living and social skills.
The intent of
the P.A.S.S. program is to increase independence in any or all of those
areas with the parent or other primary caregiver choosing the goals,
selecting and supervising the worker (who can be a family member or
friend), and monitoring the plan’s progress.

Respite
We coordinate respite for
families who are eligible through The Department of Human Services.
Respite provides parents or
other primary caregivers a break from caring for their child with
special needs.
Respite can be provided
within the child’s home, in the community or at the worker’s home. Many
families refer workers to us for appropriate clearances.
Early Intervention (E.I.)
The E.I. program
promotes the growth and development of infants and toddlers.
Children who are under three years of age who have a developmental
disability or delay in one or more areas may be eligible.
Developmental disabilities or delays can affect a child’s speech,
physical ability, or social skills. The foundation of E.I. is the
collaboration between families and professionals.
Children referred to E.I. receive a comprehensive
developmental evaluation to determine if they are eligible for the
program. One of the goals of E.I. is to provide
support to families to help their children develop to their fullest
potential. Services are provided in ‘natural environments’ which are
places where children usually play or take part in daily
activities/routines. Services include physical therapy, speech
therapy, occupational therapy, education, nursing, social work,
parental training and consultation.
The E.I. Program is administered by the Rhode Island Department of
Human Services.
